Where is the best place to register a new website domain name for optimazation to new search engines?

1. NameCheap http://www.namecheap.com Where you register doesn't matter in SEO.
2. I use Domains at Retail ( http://www.domainsatretail.com ). For optimization it really doesnt matter. All registrars will let you register any name if its available. It's just a matter of preference towards what company you like. Only thing for web site domain optimization is that either make it your company name or if your targetting a keyword, make sure it is included in the domain name.
