Some advice on forming a web-design company in the UK ?

I'm not from the UK, and I would like to form a web-design company based in the UK. I would really appreciate some advice about the papers needed from someone who has done this or something similar. Will I need to have a physical headquarters, or can I use the address from my home country (in the EU) ? How much (approximately) will all the paperwork and approvals cost ? Any othe advice is welcome.

1. I would suggest that you try the official business link for the Uk. http://www.businesslink.gov.uk/bdotg/action/home. You should be able to do your business using your physical address in the EU. I would consult your local business authorities as well. They should be able to provide you with helpful info as well. BEST WISHES!
