- Try freelance website like http://getafreelnacer.com/ .
- I find my best clients come from referrals. They tend to be much more trusting and better paying because you were recommended by someone they trust, therefore that trust extends to you. It makes the process easier for everyone because they trust my judgement and thus give me what I ask for when it come time to build their site. Otherwise it depends on the level. Firms engage in advertising. By that I mean sending out emails, portfolios, do banner advertising, radio adverts... All sorts of stuff. However if you're just a small company, or just a freelancer one of the best ways I've found is to approach companies that do work you like and say, "I'd like to offer my services." Sometimes they say they aren't interested, either because they don't need a freelancer at that time or specifically don't use them. Either way, make sure to ask if they know of another company that might be interested. Yes, this sounds a bit cheeky but if someone genuinely likes your work and honestly doesn't have a need for you at that time they might know someone who you'd be good for. The web is a very small community, everyone is buddy-buddy. And having that name of, "So-And-So said you might be interested in my services..." really helps you get your foot in the door.
- Rentacoder.com is another place. I forget if Elance.com is free but that may be another place. Also, try searching Craigslist in the "gigs" section.
