From my personal experience, I have tried many free web hosts. My favorites are 110mb and 000webhost. I would recommend 000webhost more, it supports PHP. It is also very easily to use and noob-friendly. I totally trust 000webhost and I run many websites on it.
if you have windows xp pro, you can use your pc as a web server.
000webhost if you want dynamic pages. If you want plain HTML, Sitesled is good.

If you would like to upgrade it is three dollars per moth and that includes your own domain and also they give 25 dollars to use with Google ad words. Also they automatically send your website to Google and yahoo.
