1. Yes W3C has tutorials: http://www.w3schools.com/ They basically set the standards for the WWW. Their website states: "The World Wide Web Consortium (W3C) develops interoperable technologies (specifications, guidelines, software, and tools) to lead the Web to its full potential." They are a pretty good place to start!
2. Yeah w3 school rocks.
3. I really recommend getting a book that teaches HTML, it's the best to follow. You can get one free from the library for a few weeks. I learned HTML 100% in 4 days from Learn HTML in a weekend. After mastering HTML... you move onto another book.
