What is the difference between web design and web development? Which one makes more money on average?

I am thinking of going into either web development or web design. I know the small differences but what I really want to know is which one makes more money? If I am going to choose one of these as a career path, I want to make the best choice I can.

1. A web designer focuses more on the looks of the site : the way it is arranged, the graphics, etc. The web developer is the one that focuses on how the site works, the type of coding (CSS, PHP, Flash, JavaScript, HTML, security, etc) or interface. I guess comparing them both would be like comparing an architect and an structural engineer. The latter one would probably have more job opportunities since that takes more studying.
