1. The best SEO tool is located between your ears. If you have a good brain read through the tutorial here http://www.seo-blog.com/category/tutorial/ If you are not very bright use any of the available tools you mention and fail miserably.
2. The best software tools I have come across are SEO Elite and IBP. However, you are much better off learning SEO by reading tutorials and books like Aaron Wall's SEO Book. I left a few sites to look at in the source section (note the first one is mine). All the best with your efforts. Also, remember SEO is not the only way to get traffic to your website.
3. Tools might help you track your SEO campaign, but no tool will tell you how to perform optimum SEO. Your best tool is to read as much as possible from informed sources, and then put those lessons into practice.
