port 80 redirect on yahoo domain names?

My ISP has blocked my incoming port 80. I'm just wondering if YAHOO! domain names can do a port re-direct? (ex. www.yahoo.com to www.yahoo.com:8080) Sorry, my OUTGOING port 80. I've noticed on NO-IP.com that they can do this, but you have to sign up with them. 1. you kidding!!! impossible, otherwise you can't browsing YOU CAN SUE THEM!!!
2. ISPs block port 80 inbound so that you can't run a webserver from your connection at home, they dont block outgoing, so I'm confused on what you are asking...
3. I don't know if Yahoo can redirect your domain to a different port, but you may want to look into switching isp's.
